There are two ways to get married to a Romanian national: first submit the marriage registration in Japan, or first go through the marriage procedures at the Romanian city hall.

【How to register your marriage in Japan first】

(1) Obtain a certificate from the Romanian Embassy in Japan swearing that the Romanian national is single and able to marry.

【Romanian citizens’ required documents】 ・Birth certificate
・Passport
*In the case of previous marriages, a divorce decree from a Romanian court is required if the spouse is divorced, or a death certificate if the spouse is deceased.

(2) Submit the marriage certificate to the municipal office of the city, ward, town or village in Japan

【Required Documents】

・Marriage registration
・Certificate of oath (with Japanese translation) of above (1).
・Birth certificate (with Japanese translation) for Romanian nationals
・Residence card (if residing in Japan)
・A photo identification (driver’s license, etc.) and a seal (inkan) of a Japanese national
*A copy of the family register is also required if the marriage is to be registered at a place other than the domicile of the Japanese national.
*If the Romanian national has a marital history, a written divorce decree from a Romanian court is required if the spouse is divorced, or a death certificate if the spouse is deceased.

(3) Reportable notification to the Romanian Embassy in Japan (within 6 months of marriage registration)

・Certificate of Acceptance of Marriage and a copy of the family register after marriage (with apostille certification by the Ministry of Foreign Affairs)
・Passports of the two parties
・Birth certificate for Romanian nationals

【How to get married in Romania first】

(1) Japanese nationals obtain a Certificate of Legal capacity to contract marriage (Single Certificate) from the Embassy of Japan in Romania.

【Required Documents for Japanese Nationals】
・Family register・passport
*If married, a divorce certificate is required if the spouse is divorced, and a death certificate is required if the spouse is deceased.

(2) Go to the city hall of the Romanian national’s place of residence to complete the marriage procedures.

【Required Documents】

・Marriage Affidavit
*If the Japanese person does not understand Romanian, an authorized interpreter is usually required.
・Certificate of Legal capacity to contract marriage for Japanese nationals
・Family register (Romanian translation with apostille certification)
*If the Japanese national has a marital history, a copy of the family register showing death if the spouse is deceased or divorce if the spouse is divorced is required.
・Medical certificates for both parties (issued by the hospital designated by the city office in the place of residence of the Romanian nationals, valid for 14 days) Valid for 14 days)
・Passports of the two parties
・Birth certificate and ID card for Romanian nationals
*If you have been married before, you will also need a death certificate if your spouse has died or a divorce certificate if you have separated.

(3) After the 10-day public announcement of the marriage by the City Hall in (2) above, a civil marriage ceremony is held between 11 and 14 days after the application is filed. A marriage certificate is issued approximately two weeks after the registration of the marriage accompanied by two witnesses

(4) Submit the marriage certificate to the Embassy of Japan in Romania or to the local municipality in Japan (within 3 months of the marriage registration) after receiving certification of the marriage certificate from the Ministry of Foreign Affairs of Romania.
